[mkgmap-dev] using mkgmap:admin_level2 in polygons

Hi Gerd, I tried to set a value in relations, but it applies to the ways defining the polygon and not the polygon itself (so not visible in polygons file) I also found that mkgmap:admin_level2 is null in relations so it wouldn't work anyway.
