[mkgmap-dev] Commit r4822: - use StandardCharsets.US_ASCII instead of "ascii" parameter where possible

- use StandardCharsets.US_ASCII instead of "ascii" parameter where possible
- stop with error when --code-page option is not a number (instead of silently using 0)
