[mkgmap-dev] Missing surface=chipseal in default style

Hello all One user of my maps has reported estrange detours in New Zealand. I have found the reason was the lack of a rule for surface=chipseal in default lines style, causing those roads to be considered as unpaved. Attached patch fixes the issue.
